Designed by Christian Gobrecht, the obverse features Liberty seated on a rock beside a Union shield inscribed LIBERTY, while holding a liberty pole topped with a cap. The 1854 issue features arrows beside the date, a design element introduced to indicate the reduced weight standard adopted for the denomination. The reverse displays a heraldic eagle with a shield on its chest, clutching arrows and an olive branch.

In Fine (F) Details condition, the coin retains moderate design definition despite circulation wear. Liberty's figure, shield, date and arrows, reverse eagle, denomination, and surrounding lettering remain clearly identifiable.

The Details designation indicates that the coin has an impairment—such as cleaning, scratches, environmental damage, rim issues, or another surface problem—that prevents it from receiving a straight numerical grade. Even with this impairment, the coin remains a collectible example of the distinctive Arrows at Date Liberty Seated Quarter subtype.
